Component 2: Development of Fisheries Vulnerability Assessment Tools and System (FishVOOLS)
Component 2 will build on FishACT Portal, existing local data and indigenous knowledge. Initially, the vulnerability assessment (VA) tools will cover spatial and temporal assessment of risk, economic valuation, and assessment of resources/facilities under threat to CC. Formulated measures to conduct vulnerability assessment for fisheries will be tested on four representative sites prior to adoption by BFAR Regional Offices.
A. Selection of Representative (Pilot) Site
Site selection will be conducted in coordination with BFAR Regional Office and National Centers. Pilot sites were chosen based on data availability and other parameters.
B. Development of Vulnerability Assessment Tools
A team of experts will be pooled to develop the fisheries and aquaculture vulnerability assessment tools. The proposed guidelines will consider the following:
Vulnerability of an area or a community will be determined by assessing exposure level and sensitivity over the adaptive capacity of the community (Fig. 1, adapted from Allison et al., 2009). During the piloting of FishVOOLS, survey of community practices on climate adaptation will be conducted.

- Exposure to climate risk and disasters (frequency and intensity)
- Sensitivity/resiliency of fishery resources or aquaculture structure to climate risk
- Assessment of adaptive capacity of the fisheries sector
- Identification of potential hazards and exposure
- Economic valuation of risk and impact to fisheries sector

C. Key Informant Interview
During the site evaluation, key informants (LGU) will be interviewed about the climate change events they observed within the municipality in the past years and the subsequent effects and adaptation measures they underwent. Key informants include representative of occupational groups (e.g. fisherfolks), government officials and other stakeholders.
